Since 1971, the North Central Indiana Special Education Cooperative has existed as a joint venture between five school corporations for the purpose of providing special education services to students with disabilities. The participating school corporations are Bremen Public Schools, Tippecanoe Valley School Schools, Warsaw Community Schools, Wawasee Community Schools, and Whitko Community Schools.

In the beginning, the cooperative was started as a way to share resources and expertise. As the federal and state laws came about in 1975, the special education cooperative focused attention on making sure the school corporations were in compliance with the legal requirements. During the 1980’s, the cooperative’s role was to specialize and develop programs and services for identified students in centralized locations and within local schools. From 1993 to the latter part of that decade, the cooperative worked with local public schools to return students with disabilities to their home schools or home school corporation. Since about 1995, the emphasis for the cooperative has been on working with teachers and school administrators to provide special education services within the local school corporations, and in most cases in the student’s neighborhood school.

Most of the specialized staff who work directly with students with disabilities are the special education teachers and paraprofessionals who work for the local schools. The educating students with disabilities in a variety of ways, from providing legal advice and guidance to the delivery of direct instructional services to students. This is accomplished by having several cooperative staff members working alongside the school staff and administration.
